We have the honour to acknowledge the receipt

of your letter of yesterday's date.

In reply we beg to point out that it makes all the difference whether the tax is levied on raw opium at port of entry or on the boiled article at the place of consump -tion, inasmuch as if the tax is levied on the prepared article

whereas if the raw article is taxed in it can only be paid once, Canton, it might be subjected to further taxation when sent to the consuming districts. Thus the same opium can be taxed over and over again. It was obvjously with the intention of prevent- -ing this being done that the Treaty stipulated that no taxation whatsoever could be imposed on opium except at the place of consumption provided that the native drug is similarly taxed. We trust that after this explanation, you

will see your way to take the necessary steps to protect our interests, which will be seriously jeopardized if the heavy new

taxes are enforced.

If the meanwhile the trade is quite de-

-moralized and deliveries have fallen off considerably.
